It is the intent of Congress to provide a comprehensive program for the future security of the U.S[i]. Various agencies have been established to aid government in national security functions. The major national security agencies are:
- Department of Defense,
- U.S. National Guard,
- Federal Emergency Management Agency,
- Civil Air Patrol,
- Department of Justice, and
- National Security Agency
The Department of Defense is an executive department of the U.S[ii]. The mission of the Department of Defense is to provide the military forces needed to deter war and to protect the security of the U.S. The head of the Department of Defense is the Secretary of Defense[iii]. The Secretary of Defense is the principal assistant to the President in all matters relating to the Department of Defense[iv].
The National Guard of the United States is an essential reserve component of the armed forces of the U.S., available with regular forces in time of war, and on stand-by to be federalized to assist in controlling civil disorders. Federal statute defines National Guard as the Army National Guard and the Air National Guard[v]. The organization of the Army National Guard and the composition of its units will be the same as those prescribed for the Army[vi]. Similarly, the organization of the Air National Guard and the composition of its units will be the same as those prescribed for the Air Force.
The Federal Emergency Management Agency (“FEMA”) is an agency of the U.S. Government. FEMA is headed by the Administrator. The primary mission of FEMA is to reduce the loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation[vii].
Civil Air Patrol is a federally chartered corporation[viii]. The purposes of the corporation are as follows[ix]:
- to provide an organization to encourage and aid citizens of the U.S. in contributing their efforts, services, and resources in developing aviation and in maintaining air supremacy; and encourage and develop by example the voluntary contribution of private citizens to the public welfare,
- to provide aviation education and training especially to its senior and cadet members,
- to encourage and foster civil aviation in local communities,
- to provide an organization of private citizens with adequate facilities to assist in meeting local and national emergencies, and
- to assist the Department of the Air Force in fulfilling its noncombat programs and missions.
The Department of Justice is an executive department of the U.S. at the seat of Government[x]. The mission of the department is:
- to enforce the law and defend the interests of the U.S. according to the law;
- to ensure public safety against threats foreign and domestic;
- to provide federal leadership in preventing and controlling crime;
- to seek just punishment for those guilty of unlawful behavior; and
- to ensure fair and impartial administration of justice for all Americans.
The National Security Agency leads the community in delivering responsive, reliable, effective, and expert signals intelligence and information assurance products and services, and enables network warfare operations to gain a decisive information advantage for the nation and allies under all circumstances.
